the Report of Implementation

The Audit demonstrates that an impressive amount of work has gone into establishing structures to receive allegations of sexual abuse, to minister to alleged victims, and to provide educational programs about sexual abuse. The fundamental injustice is that an accused priest is not accorded due process. Once an allegation is deemed "credible" by a diocesan review board, an accused priest is treated as guilty. Usually a review board is making its judgment with minimal information. In America , and in canon law, an accused person is considered innocent until proven guilty. The systems created by the Charter ignore canon law and consider a priest guilty until he proves himself innocent.
